When approaching a lady by herself when she’s eating. Say hi my name is blank I notice you across the room. Is this set taken if no then ask may I join you if her answer is once again no then let the conversation start and pay for her meal at the end. But if she says yes she does mind then politely apologize for interrupting her meal and wish her a good day/night.

I think its OK as long as you make it easy for them to indicate that they don't want to talk without feeling pressured. Always be polite if you are rejected - if for no other reason than you might run into them again, and it will leave them with a higher opinion of you
Of course, you can. Guys have been approaching me in that way in all the countries I have lived in. Some guys just have too many insecurities.
