The general public sphere is too wide to be comfortable and most women are not in the mood for flirting there. It can be different at places of leisure or touristic interest in a city.

Anyway, I think it's better to join some sports or other activities and get to know women there in a casual way. A course in pair dancing is great, but it can also be hiking or cooking for example. Choose things that women like doing, but not activities that are almost exclusively for women, like pilates or aqua jogging, as you will come off as weird.

Anywhere. All depends on who you meet. An unfortunate part of life is that no one has a neon sign on their forehead that states single and interested in you. The signs of flirting interest are not good indicators and making your interest known always carries the risk that one is wasting time.
