How to ask him out or what to tell him when he doesn't make plans?

This guy has been texting me for a while every now and then and we always have good conversations and it seems he likes me a lot but he still didn't make any plans for a date. He talks about us but nothing happens. Should i ask him out or wait and then tell him i dont want him to contact me? How to set boundaries without it looking aggressive?
