The definition of dating is:
"a stage of romantic relationships in humans whereby two people meet socially with the aim of each assessing the other's suitability as a prospective partner in an intimate relationship" while the definition of flirting is
"a sexual behavior involving spoken or written communication, as well as body language, by one person to another, to suggest interest in a deeper relationship with the other person".
Now, we all know what dating and flirting is aiming at, right? She knows it too of course and she does not really want that or is perhaps not ready for that kind of commitment.
Not everyone is interested in an intimate relationship and you should respect her and not try to force or coerce her into something she does not want.
