I would be cautious because of the short time you know him. He might say he wants you to be his girlfriend but asking for sex before you went on a date or come close to be official in any form as a relationship is rather a sign that he tries to be nice to get sex.
If he wants to be your boyfriend he can wait with sex and get to know you better first.

we have gone on 2 dates (second date he made out with me while i was super drunk) he is now asking me for sex a bit desperately. he hasn’t asked to hang out again yet and it’s been like 2 weeks

1. Most likely you are right. He’s just after sex and wanted to escalate to that after the 2nd date. He’s seeing you reject that idea and he’s lying about being busy.
