it just means that you pretty much understand your emotions and the emotions of those around you for the most part. it's the ability to be able to recognize your feelings and understand where they're coming from and how to manage them.

it's seen as just something necessary in everyone. it kind of means you're able to acknowledge yourself and what you're feeling, which makes it easier to manage rough situations and have the ability to have good and stable relationships. you know what you want, what you feel, and how to regulate and sympathize or empathize with others. just something admirable.
