If a woman ghosts me before our first date, is it okay for me to ask out another woman?

Days ago, I met a woman at the mall and asked her out and she said yes. She gave me her number. So I texted her about my date idea, days later, and she texted back acting confused and she won't respond to my further texts and calls.

I have already bought 2 movie tickets and I don't want them to go to waste. I have another woman, I want to pursue, at my workplace.

So should I just forget about the first woman and ask out the woman at my workplace? What I'm afraid of is that the first woman will actually show up to the movie and see the two of us, if the second woman agrees to go out with me.

You absolutely should forget about her and go with the other woman - although I have a cautious thing about dating co-workers, but if you have a shot then go for it.

The first woman was obviously not genuine about giving you her number, and women like that are ones you should never keep trying with. They show you who they really are and where their values on communication are. If she ever does try to reach back out - although I highly doubt she will - ignore her and delete her texts without even reading them. Good luck with the next girl.

Don’t worry about the first woman, I do not think she has interest in this movie date. As for the girl at your job, tread lightly because if it backfires then you will have to keep working with her and potentially be gossiped about at work. That isn’t a comfortable environment at all.
