If I didn't want to talk to someone I'd not give them my number. If I gave them my number, thats clear I want to chat (voulentarily, and outside a business transaction) or be communicated with.
That said, I may choose to give them my old number I didn't use as my main in order not to be very rude in some circumstances (and I'd confirm the number as mine if asked).
So either way, text them because either they won't see the text anyway, or they want to get your text and will reply soon.
Course them not replying is no indicator either way, but if you give it some days and ask if they got your text, their level of 'bothered' at knowing they missed a text will clue you in (e. g. if they wanted you to contact them they will be keen to find out how they missed it, if not they will just give you some lame excuse, and seem unconcerned).
What if it's someone you knew for years but lost touch after falling out? If they asked if your number was still the same would you confirm it if you didn't want to talk to them?
If I had known them for years. I'd just tell them straight. If I didn't want to talk I just wouldn't answer my phone.

Yep, I'd confirm my number but not answer their calls. Well, I might answer on a good day, or call back if they left a message meaning the needed or wanted some help, but mostly I'd ignore the call.
Why ignore the calls or text instead of telling them I don't want to talk?
because its easier. don't want them thinking I hate them or something, just don't particularly care to chat with them.
I see. I think if you're gonna do that you minus well ignore the initial message asking if your number was the same.
