She's a waste of time and she can't make up her mind.
She's not actually interested in you
Why contact someone you have no interest in?
She's probably bored and only sees you as just a friend but she knows you're into her but she doesn't want to hang out to get your hopes up
In other words she is just using you for attention
I'm not saying that but it COULD be that too... usually when a girl is using you for attention you guys are hanging out but don't quote me
Not always the case. Using someone when you're bored or want attention is essentially the same thing. Ultimately they both indicate that you aren't interested
Just don't be surprised if you leave her be and she runs after you. She realized she liked your attention. Don't fall into her game playing trap
