Hmm that could go either way dude. Going for ice cream and to the park could definitely be seen as just a casual friend hangout. But since you guys met on a dating app originally, I feel like she might see it as more of a low-key date.
A few things that make me think date rather than just friends:
- You met on a dating app, so there was initial dating interest even if you decided to be friends for now.
- She specifically said "if you're ever down, lmk" which sounds like she wants to hang just you two rather than as part of a group.
- Ice cream and a park could be seen as more date-like activities, chilling and getting to know each other better.
If I were you, I'd maybe go into it thinking of it as a date but being open to just a chill friend activity too. See how it feels - is there flirty banter? Does she seem interested in getting closer? Pay attention to signs she may still be interested in more than friends.
But also go with the flow - if it feels more low key and platonic that's cool too. At least you'll get to hang with a cute girl! I'd say give it a shot and see how it goes man. Let me know how the "hangout" turns out!

I think context is important here since you met on a DATING APP. So it’s most likely implied it’s a date. I still think it’s very important no matter what to clarify you are going on a date and not just hanging out before you meet her. Make sure you say it’s a date somehow, don’t just say “hanging out” if you are wanting a date. THAT will cause mixed signals.
If you agreed to be friends then it's a friend thing in her mind. A park sounds a little awkward without a medium though. Sport or biking or something active. Makes me wonder if she really did agree or not.
