Not if we take it literally. A person with little self esteem or self respect can fall victim to an abusive manipulative boyfriend. She attracts a selfish, evil, bad person as a partner. But that doesn't make her a bad person.
But let's say you are a bad person, you're rude, selfish, a cheat, ... You won't attract the good men out there, because they are looking for a good woman. If you try to be good and stay on that path, of course you're going to still attract the lowest of the low men, because you're doing good, everyone wants that. But you also get acknowledged and get attention from the good men who also recognized the good qualities in you that they are looking for in a partner for life.
