Guys, does there have to be something special about a girl you see in public to want to approach her?

Last weekend I was sitting on a park bench (people were around so I wasn’t isolated) and a guy approached me and told me he saw me and was like ‘damn she’s so pretty.’ Do guys do this with any women who’s reasonably pretty in public or just ones they think they can attain? Are they willing to take the risk if they’re blown away by her? lol
