Depends on the situation. I had a guy just double-look me once, and that was fine, we just smiled at each other in a kind of embarrassed way and moved on. Then I've had an old man literally lear at my breasts while lasciviously licking an ice cream cone. That made me super uncomfortable and kind of disturbed for the rest of the day.
