Depends on the situation. I had a guy just double-look me once, and that was fine, we just smiled at each other in a kind of embarrassed way and moved on. Then I've had an old man literally lear at my breasts while lasciviously licking an ice cream cone. That made me super uncomfortable and kind of disturbed for the rest of the day.

Flattered, or annoyed. It's never a one time look. And if you're on a one hour trip on the bus or train you are stuck their and you can feel that stare through the whole ride it's annoying. That's why I try to sit in front of the bus often.
