Who needs to contact first?

This guy asked when I'd be back in his country so we could meet again. Two months ago I asked if he could come see me in a neighboring country. He said he would love to, so I gave him the dates and he said he was going to try to go.

The trip is in 2 weeks and neither of us said anything after the last convo 2 months ago. We left it at him saying he was going to try to go. Should I ask if he's still going or wait for him to say something?
