I seen him tonight at my disability club and he bought me a drink and was calling me his “girlfriend” and telling people I was and I just don’t know what to do I need help he’s 18 I’m 27 😩

Age isn’t really a factor as much as this guy’s fantasy about you. Did you lead him on in any way? Is this just in his mind? Maybe because you accepted the drink from him?
It is one thing to flirt with you saying you are his. However, telling others that you two are a thing is totally different. Is a t his disability that might cause him to feel or think that way? If so then it is not as serious as it might be if he is not disabled.
Next, do you like him? Would you go out with him if not for the age? Would he make a good friend?

He's 18. You're 27. He seems single. You seem single (from what I can assume). You're both legal consenting adults with your free wills.

So remind me what the problem is? If you're worried about your age gap being too "massive", trust me, there are girls out there who just turned 18 that are dating men in their late 40s and the lay says that that's completely okay.

Or if you're not interested in him that way, then tell him just that instead of beating around the bush and giving him mixed signals.

Have a conversation with him. Just be gentle and direct of what your intentions are. I believe people will understand us more if we tell them how their actions made us feel rather than correcting them.

when you say disability club i kinda assume that this guy happens to have one. i would probly talk with someone in charge of the disability club so they can speak with this person.

Just be polite and tell him to please stop calling you his girlfriend , and tell him you are already involved with someone else , but thank you for the flattery but please No more. Hopefully he gets the hint and leaves you alone
