She's says she's interested but doesn't show it?

So I've recently reconnected with someone who has been more of a pen pal on insta for years, she matched with me on a dating app and she gave me her number to talk on WhatsApp, she told me she's interested in us dating and once we've conversated enough, she'd be happy to come travel to stay with me,

So it sounded exciting and promising but then her chats are like one sentence at best, she never messaged first or asks me me questions in getting to know me. I initiate chats and try to find out more about her but she doesn't seem interested at all, I left it a few days and I asked her was she even interested? She claimed to be busy and says she still is? But I believe the rule of they wanted to they would, she has told me she's been single for 3 years and the last date she had the guy blocked her and her mum and stood her up on the second date, so maybe she's guarded but I dunno the chat is dry and most times I get left on read unless I double or triple message which I don't like doing, I asked her last if she'd be up for a phone call one night and she left me on read so now I think it's best I move on

You know the old saying, “Actions speak louder than words.” Her actions are telling me she’s not interested. When someone is interested in you, you’ll know because they will make it obvious.

A similar thing happened to me. The guy expressed interest, even though it turned out he wasn’t really attracted to me. He liked the boost it gave to his ego to have someone interested in him.
