Why does she say she wants to meet but isn't acting serious?

I've asked her out a few times. She texts a lot and the day before, she will ignore. Is it shyness or are some girls really like this? It's quite embarrassing for me tbh

If you asked her out a few times and she always "declined" (silently or not) and never proposed a follow-up invitation to make up for it, it means she doesn't want anything from you but the attention online. Otherwise she would try to make space for a date or to plan another one right after refusing yours.
But there is another problem: if I understood correctly, basically she accepts the invitation, then ghosts you, and then you restart talking with her like if nothing happened? If so, she is not only very immature (you don't take the responsibility to accept a date if you don't want it) but also very disrespectful because that is abusive, emotionally first or all and secondly because it objectively wastes your time. Given she has no communication skills and is not capable of telling you things normally with honesty but needs to go by ghosting, I would think that in a relationship she would be very abusive during conflicts, like giving you the silent treatment or playing the victim role, to avoid responsibilities. If she is around your age that might be quite a flashing red flag, I think it's socially unacceptable at that age.
The worst thing here is that you are allowing her to do so. You keep talking with her, not pushing her to take her responsibilities (you don't ask her any count for ignoring you before restarting any normal talk with her), and this rewards her behaviour. Don't give more while you receive less, if she is being disrespectful she should be put in the situation that she has to work much harder to fix it back, an gain your attention again after a while of attempts (or never). Require respect, clarity, responsibility and maturity, make more selection.
