Social conditioning. That's just how things have always been, so it's become a hardwired expectation for a lot of them.

There are also a lot of women who get stuff like that reinforced by their girlfriends' comments. That stereotype of a bunch of ladies meeting up at a salon and gassing each other up is a stereotype for a reason; it happens a lot.

Heck, I remember this one time I started talking with my mom about some frustration I had with a girl I was talking to calling everything "god's plan." Over the course of 40 minutes, the situation evolved from "it feels like she isn't acknowledging my contributions" to "that bitch is using you."

Because half of them are just attention seekers. While the other half genuinely want you to demonstrate how much interest you have in them. The only problem is you never know which one of the two she is. It's been my experience though that most of the latter of the two will give equal or almost equal effort.

Personally, it's a set rule I have with women that I will ONLY ask out the women who've earned it. You will miss out on a few good shy women but you avoid a majority of the trash. And it just teaches those shy women they're going to have to work on thier shyness or they'll keep losing out to good men. So in the end everybody wins.

That is a crass generalization. Many women are perfectly capable of initiating a date or expressing their interest, and often do just that.
