Since you are only fornicating this guy and don't have any emotions involved, then don't bother to wish him a happy birthday.

Birthday wishes are usually meant for people that you have some kind of emotional relation as a family member, friend or acquaintance.

But if it is just someone you copulate occasionally with, it is not really sensible to send a birthday wish as he might think that there is more than just something purely sexual. It may give him the wrong idea about you and then things start to get complicated.
