Should I wish him happy birthday? (my friend who I have a crush on and is kinda ignoring me)?

There's this guy who is my friend and I have crush on him, he lives in a different city and he moved like a year ago. We talk often we see each other few times, since two month I texted him to ask about him because I had a dream about him, he didn't reply. After this I did react to his story and he replied. It's his birthday in few days, and I don't know weather I should text him or not.

Last year I did say happy birthday to him and he did after wish me on mine because my birthday is after his in like 2 month.

Before this year, before he left we were working together so we used to talk like everyday, but there was covid so we didn't see each other too much, I could see a spark between us because he could call just to say stupid things and he was very caring but maybe I'm imagining. Since he left we talk like once in a while but not so much, sometimes I feel that he's sweet but sometimes I think he 's just being polite and other times like he's ignoring me. Although the last time I saw him 3 months ago and he hugged and kissed me goodbye.

So should I wish him happy birthday?
