No, it doesn't mean he doesn't plan to ask you out. It means he either was going to ask you out but chickened out. Or, more likely, he was just trying to find some topic to talk to you about (if that makes any sense considering your relationship). It was most likely the equivalent of talking about the weather. It was something he could reasonably say... when he was having trouble finding something to say to you (talk to you about).

Neither of these, suggest he doesn't plan to ask you out. That may or may not be his intention. I have no idea from what's written here.
