No. The definition of a lie is to make an untrue statement with the intent to deceive. Withholding information that hasn't been asked isn't a lie.

However, if we're talking about scenarios, both lying and withholding information can be seen as morally wrong. If you cheated on someone and never tell them, you are clearly in the wrong.

It depends on the person and the omission. Yes it can still be a form of lying. But it doesn't always mean it was intentional.
