There is a big difference between not saying something and intentionally withholding information. How often do you announce how many times you went to the bathroom each day? That would be seen as not saying anything, as the information would be irrelevant to the circumstances. Intentionally withholding the fact you had a vasectomy when engaged to someone who lives to be a mother is another thing. If relevant information is withheld, that would be the same as lying.

Never assume what is relevant to you is relevant to another. If a guy has always been drawn to blondes, while now he's drawn to you, a brunette, making an issue of his past attraction to blondes is irrelevant, unless he feels he's settling for you. Our tastes can change, and some preferences aren't high priorities.

Verbs require some kind of action to be taken, so from a linguistic technicality perspective not saying anything cannot, by definition, be lying. Omission of material fact can still be harmful, however.
