It's a lie of ommision and depending on the circumstances can be deadly.
"Did you see this man holding a gun on the victim?" ... Yes I did. Cross examine is there anything else that you saw? "He shot the guy" (left out the fact that the "Victim attacked the guy first and pulled a knife") guy goes to jail for murder in the first instead of being released for self defense...
If the information has implications to, or an effect on the person you are holding it from, especially if the information would hurt them; then you are doing them a disservice by not telling them.

It is neither unless they were directly asked and then lied. Not being forthcoming however even when asked only makes them evasive but still neither a liar nor dishonest.
