Why does she have so many rules she won’t budge on?

I’ve always gotten mixed signals form her, one month we are on a date and the next we are”just friends”. Some times she gets mad that I help her with her bags, and other times she says nothing.

but even if I want to be a friend I would like to spend time with her. she keeps making up some reason why not to do things.
