Okay, fine. On a serious note, just smile at her and see whether she smiles or not. If she does, just approach her, and maybe give her a compliment, or say something funny. You could also start with "I noticed/heard you like (for a example, a book she's carrying).. " If she's interested, she'll answer you. Just try to make her feel comfortable, not pressured. Some guys made me feel at ease, so I didn't mind answering them and ended up enjoying the conversation... others came across as too eager/persistent.

Honestly, the “best technique” isn’t a technique at all.

Approach her like a human being, not a target.

Keep it simple,

* Walk up with calm energy.

* Make eye contact.

* Say something normal, not rehearsed.

* Match her vibe, don’t overpower it.

* Read her body language and give her space to opt in or out.

Women don’t need theatrics.

They just want to feel safe, respected, and like the guy in front of them is grounded.
