Would you ignore someone back if they ignored you first?

A girl like me but I never noticed her until I did. And once I did and tried to holler at her she was ignoring me

I would usually give them a 2nd chance, first. If they ignore that, I'm done with them!!
I asked my best friend to give me either a little help with something or to drive me to a certain store and she said she would but never showed up when I really needed her. And, she only lives about a mile from here!! I haven't heard from her, since. About 2 months later was her b-day so, I sent her a birthday e-mail. I never heard from her after that, either. It's been at least 6 weeks since I sent it.
