It can be either, both, or neither — it depends entirely on why someone stays and how the relationship moves forward. Staying with a remorseful cheater isn’t automatically a sign of low self‑worth, and it isn’t automatically a sign of maturity. The meaning comes from motives, not the decision itself.

Also, maturity is about choosing with clarity, not reacting from fear. Fear is weak.

I honestly don't see it as a sign of maturity. A cheater is a cheater regardless if they are remorseful or not. I don't think the person that stays has necessarily low self worth, but they may not be strong enough as a person to leave them if they stay and that could be for a number of reasons why they chose to stay. It doesn't necessarily have to be low self worth.

When you forgive a cheater you're basically saying you'll forgive them for almost anything and you will accept shitty treatment, and then they will cheat again because there was no consequences
