Why does my teacher stare at me?

He's my physics teacher and he stares at me often. He stares at me whenever he dictates the notes. I had physics today and I wanted to make sure if I'm not making up my mind or if it is just in my head, so he was dictating the notes and I looked at him and he was staring at me. I was still looking at him because I thought he would look away but he didn't, he just kept staring at me and I know he wasn't spacing out so I just stopped looking at him and instead I looked at my hands because I started to get nervous. When he was explaining the curriculum he was looking at me too often. I know teachers have to look at students when they're explaining something but like, he's looking at me for too long and too often, it's just weird when I look back at him so I'm trying to ignore it and I'm trying to not look back at him as much as possible. I'm 15 (9th grade) now. When I was 12 (6th grade, that one day I had braids) I was in his class and he was dictating the notes, he was walking around the classroom and he walked to my desk and stopped behind me, he leaned over and he wrapped (or stroked I don't know how to explain) on of the braids around his fingers and he whispered to my ear: so, you have braids today? He was that close that I could feel his breath on my neck. Then he just walked back to his desk. I was just 12 and I just frozed in that moment, I felt so uncomfortable and I was sick to my stomach, I felt ashamed and disgusted. We don't have school uniforms so we wear our own clothes and I'm not the type of the girl that wears something revealing, I'm quiet and shy type and I wear jeans and sweaters, hoodies, oversized shirts etc... So why is he always staring and looking at me?
