Why does someone ( my teacher ) stare at me and look away when I notice?

When I’m speaking to someone and want to focus on the subject I’m talking about, I should look directly at their eyes and I’m just ok with it. But about a week ago I went into class with my new teacher and he gave us time to write about something and when he stood close to me, I realized that he is staring at me and when I looked at him he just looked away, I do not have any problem with staring at someone while speaking but this situation was somehow bad, it happened twice for me that day, and today when I was speaking with my classmate I saw that my teacher is staring again, and when I looked at him directly he just looked at the ground. And another reason I'm feeling bad is that when he is teaching or he is asking questions from me he doesn't look directly at me! But when we are all speaking together or we are writing he does it! I really do not feel comfortable in this situation, what should I do about it?

Well, that's awkward. I mean, it's not like he can't interact with you, since he's your teacher, and he sure as heck can't do anything about it.

Then it's because he's ashamed of himself for not being able to teach you and can't look you in the eye.

I'd say you're making more out of it than it is. Unless he's obviously staring at your boobs or something, there could be loads of reasons why he's doing this.
