What is it with businesses feeling rightful to hire idiots over good hard workers?

I don't know if this is part of European socialism/some semi or neocommunist farce, but I know of a ton of businesses hiring half retarded half uninterested people, claiming that as social responsibility AND demanding they get given work while charging more than their competitors for inferior services - all on the basis of 'idiots need to be given work as well'

Is anyone familiar with it/does anyone get where I am coming from, having an idea what could be done about it? Overall, socially, it is a huge invesment waste and cause of depression, the assignment of privilege to people motivationally (and often skills-wise - dead).

Reminds me of the job that I had over ten years ago. The manager hired support staff who had a history of major problems and/or dysfunction. On one hand, it was nice to attempt to give these people a "chance", but it was hard on everyone else because the manager filled the business with these people. They seemed to bicker between themselves and you didn't know from one day to the next what problems they'd cause you or the business. I had a serious high stress professional job there and I needed better support staff who I could have confidence in. If we only had one employee like that, I could see it. But not filling the business with it. Too much of a hardship.

I size up the goals and check who's involved right away, as a freelancer/contractor - Brussels is vowefully understaffed by anyone interested and hugely overfilled with deadweights, copy/pasters but... interested in pursuing own version of the universe (jihadist, basically) - and hardly anything can be gotten to work out, with huge effort on behalf the 5% of the people interested - the rest obstruct, at a minimum by advancing their own nebukous ideas (trying to make it feel like a comfortable Pakistan or so)

Wow that sounds worse than the situation that I was in. At least these people were making an attempt at bettering their lives. They just had issues that made it tough on the rest of the staff.
