What is about bad employees that employers like better than hardworking employees?

When I first started my job, those who slack will get in trouble and pay for the consequences. But, years later it’s not like that anymore. So, what is it about bad employees that are favored more than those who work their asses off? And why do bad employees get away with so much that good employees will get fired for?
