HR are the people that are supposed to deal with bullying, so no surprise they've gotten involved. Your manager may actually be obligated to bring it up to them. It's literally HR's job to deal with stuff like this.
Not knowing the details of what's happening, it's hard to give advice, but I'd recommend actually talking to HR about it.
And if your job is so much of a backstabbing nightmare that you're worried about your own manager making up lies to get you fired, then maybe you should start looking for a new job asap. That's not okay.

There is no outsmarting anyone in this situation unfortunately. You told your manager that you are being bullied, and they are legally required to investigate that claim, they don’t need your permission. You have to understand from their perspective that if they were told about this situation and didn’t look into it, they could be held liable and sued for a lot of money. Additionally, you can't be retaliated against for filing a claim, so even if everyone lies, you could not be fired for an investigation that doesn’t support the claim. No one in this case is setting you up to be fired, however, it sounds like this may not be the right working environment for you. If you’re being bullied and everyone is going to lie, is that a place you really want to work at?
Your employer is legally required to investigate any report of inappropriate behavior. Your manager had no choice but to take action and initiate a n investigation. I would suggest contacting an attorney. If they retaliate against you for reporting an illegal action they have broken the law and you can sue them and possibly have your manager or others arrested and charged with crimes.

Making a claim that bulling is happening at work yes he can investigate without your concent as its not just somthing that effects you
You are better off fired if what you say is true. The longer you stay there the more problems will come to surface
