Build low-income vs better paying jobs?

I don't think there is any actual focus on more affordable living as that is typically suboptimal when it comes to selling or renting a place out. Without financial incentive it usually won't happen.
Of course better pay would solve things. I know that 10 years ago the salaries were identical to today where I live. While inflation has been low and only accounts to 10% or so for this time period that is a 10% increase in costs of living that is not mirrored in income. Naturally this sort of thing tends to be going on everywhere for generations.
Building low-income homes are really nothing more than a stopgap to the real problem, which is being low income. Improve the financial lot of people and everyone wins.
