Yes. It should all be online and completely accessible to the public. If somebody is crazy and moved in next door or even worse wanted to date my daughter I would want to know about it.

No, of course not.
Ignoring the fact that guns should simply be banned altogether, everybody should require a licence in order to own a gun, and every gun should be registered and its owner tracked (like with a car). Anyone selling a gun should have to check the buyer's ID and licence number on a central (national, not just state) database, which will simply either say "yes, this person may own a gun" or "no, this person may not own a gun", without disclosing any other personal information (ie. the reason they are not allowed a gun), and the transaction itself should be recorded in the database.
Suspicious activity, such as repeated attempts to buy a gun, by a person who is not allowed to own one, should be automatically flagged up by the system.
Any commercial trader (could be defined as a person who sells more than 2 guns in a 12 month period) should require a different kind of licence, which should be revoked if they break the rules.
Anyone found to be breaking any of the above rules, should face harsh penalties.

No.. Here is why.. I am not sure if you have ever attempted to purchase a gun, But when they conduct a background check those kinds of things come up. For example, My uncle was committed by his ex wife, Wrongfully committed mind you. It showed up on his background check and he had to fight like hell to own a gun. This is true of any FFL that you buy a gun from. The ATF keeps that kind of record as well as criminal stuff. So making such records would be redundant at best, a privacy violation at worst.

Also to buy a gun you should have to get a certificate from a psychologist

It comes up in a background check anyway, doesn’t need to be public but there is no background check for rifles only handguns in certain states
