Why did they separate the gifted program from the IB (Canada)?

I was in the gifted program in high school and the half gifted program in middle school and elementary school and they said to qualify you had to either average above 95% in your combined classes or score above 98% of students on an IQ test and when I was in high school, the gifted program was the main cursor and nobody I knew was in the IB program, is it a different name for the same program?
