Changing jobs too often?

I met someone. I was helping them do their taxes. I saw that for the last 8 years they held about 40 jobs. Like 5 per year.

what would you think if you saw this?

I can see that in some industries, such as construction. Mostly I would think that it is a red flag but not always. There could be a reason. Temporary work, seasonal work, short projects where you finish a project and move on, etc.
