Why don't people help even when it is their job to help whereas people who don't have that job help much more?

Too scared of doing something wrong and losing their job or getting into trouble. Police officers are not doing their job as efficiently as before because they are scared of losing their job or even going to jail for saving lives of innocent people and getting g dangerous people off the streets. Now samaritans have to play the role of police.
