What is your opinion about why some people don't do anything at all to help people who need help and others don't give it a second thought and help?

Numerous times I have come up on someone who needed help. Either a car accident, a hurt bleeding child, a heart attack victim, a deaf mute man with no legs sitting in a wheelchair in distress because the nurses forgot to give him his lifesaving diabetic medications to take home with him; or a man walking to the park with his newborn child cradled in his arms with 2 Doberman dogs just dying to get his baby from him. The only thing between them was a wireless electric fence. Scary huh? But I gave him a ride in my car and safely delivered them to the park where his family was wondering what took him so long.
These are just a few examples of things that I walked into and without giving it a thought, I helped these people without any training, just my instincts, while other people just stood around doing NOTHING to help another human being.
I don't get it. Maybe 🤔 you can help me make sense of this behavior.
