I don’t like phones. But the pay for the first one sucks.
It really depends on your financial situation. $20 per hour pays more but there is no future in it. $13 per hour doesn't pay as much, but has some future potential.
Personally I always chose lower pay with better long term experience and advancement. I viewed it much the same as I view paying for college. You sacrifice now for better long term prospects.
Do you like working from home? How long term is the temp position? What are the odds of becoming a recruiter? Would you like being a recruiter? Would you be good at it? Do you know what it pays (recruiters at agencies work partly on commission).
Bottom line is that short term money is important, but so is long term opportunities and liking your job. You have to decide what's most important to you.
In both cases you should continue looking for a job. You should never quit looking for better opportunities.
You should also regularly ask yourself, "What do I have to offer an employer? What experience or skills will make me more valuable? How do I get those skills and experience?".

$13 an hour for full time work in this economy and you're complaining? Might as well keep looking until you get that "Sit on my ass and do nothing and get paid $50,000 a month for it" job you've always wanted. Not that that isn't literally already a thing; it's called OnlyFans.

Is the clerical one full time? Benefits? I get that the nominal pay is lame, but does it have more potential than being a pest who works at a call center?
A lot of call center jobs are scams so be careful if you opt for that. I am guessing you are not in California because out here fast food places are starting inexperienced 16-year-olds at $16.50 and up.
Go where you are comfortable is my best advice with the salary and work conditions.
Never work for anyone only to feel miserable at the end of your work day. Life is too short for that.B and keep looking. Assuming all jobs are legit offers.
