Is it bullying when a teacher pointed at a shy 17-year-old girl and said "stop talking so much!" as a joke when she obviously never says anything?

It's very inappropriate and not something any teacher worth her salt should be doing. Are you the girl? If so, I'm sorry that happened to you. Ignore her and know it's her problem, not yours. If it happens again or becomes a pattern where she picks on you, I would tell your parents or write to the head. Your teacher will get a talking-to on how she speaks to her students and rightfully so.

For it to be bullying it need to be a reoccuring thing. Just once is not bullying. It’s however very rude and mean and coming from a teacher it’s highly unprofessional and shows they have no clue of what they’re doing and is straight out bad at their job. Comments like that stem from a lack of understanding and insecurity about how to handle the situation. Coming from other students would be bad enough but from a teacher, they should really know how to deal with all sorts of personalities and students - including the quiet ones and if they don’t acknowledge that to themselves and seek advise and information about it elsewhere to educate themselves and become better at their job and a better teacher for their student.
