£64,000 is a good salary for a project manager/civil engineer in London with 8-9 years of experience in rail and airports. This salary is above the average for project managers and civil engineers in London, and reflects your level of experience and expertise. However, it's important to consider other factors such as cost of living, benefits, and opportunities for advancement when evaluating a job offer. Additionally, salaries can vary depending on the specific company and industry, so it's always a good idea to research salary ranges for your specific role and location.
These days one is not even sure whats a good salary in the UK. But based on the gdp per capita, it is handsomely higher than that. But withe the cost of living and taxes one can't be so sure. Depends on numerous factors i guess.

Considering the type of London Weighting Rates, I would have thought this is probably somewhat on the low side.
What would you expect?
I'm certainly no expert, however I would have thought probably somewhere between £75k to £100k pa. would be more reasonable.
