What does obtaining a low score on an intelligence test indicate?

They say that it doesn't necessarily indicate intelligence, but it must indicate something.

If I have a low IQ, it could indicate a lack of practice, mental agility, exercise, logic, or abstraction.

I've always had a low IQ; I spent 14 years practicing the same intelligence test, the Raven's test, and never reached an IQ of 100.

It also took me some time to understand what the test involved, despite several attempts over several months.

The psychologist told me that not understanding the test indicates something, since the person should be able to understand what the test involves on the first try.
