So do you feel that telling someone at work that "They're doing good in one area but have plenty of room for improvement in other areas" is almost exactly the same as telling them "They're useless and incompetent and should just quit the job"?

It depends on where the criticism is coming from. If someone has honest intentions, and is candid with respect, this is a good thing.
