Have you ever heard of anyone being made "manager " of a restaurant who started out as a server?

somehow this girl was made " manager " of our local pub a year or two ago , at the time was because long time manager was pregnant and decided to leave cause of covid. and so they and to give job to someone and somehow i really have no clue how they gave it to her.

as far as i know her only work experience there was that she had been a server/bartender for a couple summers before that happened. but she had no role in running the business until that point. but i can't find her resume online so not sure what her exact experience is

but the place has gone way downhill since she took over , it always had live music every weekend but not rarely does , its not busy on Friday anymore when it used to always be packed , she tried to do these weird theme nights which were not popular at all and no on dressed up for, she almost got charged for overcrowding on the may longwkend as place overflowed and no bouncer to stop people from going in until it was too late , young people under 25 don't seem to want to go there much anymore used to always be busy on holidays when they were back home but not many come out now ,

but i've never heard of an average server ever being made manager of a major restaurant bar before ever? it just seems so crazy to do this , what was the owner thinking if at all

i found her page in linkedin , left me even more confused as to why she became manager of our pub , she doesn't have any past experience in bars/restaurants and never ran a business. did get a diploma from a community college for advertising/marketing and worked 2 short jobs related to that. but that isn't really related to running a busy bar/pub which would of been more business management programs at college
