Best way to learn is to deep dive in understanding the most elemental part such that you can unpack it during an exam.
That is to say, once a person understands the basic building blocks on which other principles are formed, one knowing those base blocks can derive other answers from them.
If it's a kind of test where it's remembering arbitary facts (such as the joke of a Microsoft Exam) then you might as well try to memorise the answers becasue MS's answers are basically knowing marketing rather than facts (like the Minimum amount of memory for running an OS, is actually how much Microsoft recommends vs the fact).
The age old tip for just memorising stuff, is making up a story about the item; It's easier to remember a short story than some disconnected fact.
