Who do you turn to when its someone in HR who is committing a civil rights violation?

Without going into detail I work for a very large company, the sort that is big enough that if I were to sue they could bury me in litigation for years. I prefer to not sue because it's a great paying job, but the Title VII violation is ongoing with no end in sight and is clearly spelled out by the EEOC.

I know this isn't a normal question for here, but I appreciate your input.
