I'm already getting rich in a different market sector, and won't get around to building construction until I build my first house. But generally speaking, for existing buildings, the solution would likely be installing saline filled flexible pipes that expand and contract with temp changes but don't break. Then installing reverse osmosis filtration to remove the excess salt in the water before consumption/use.

That would work but i imagine it would be expensive to implement and complicated to maintain. Revers osmosis also removes minerals from your drinking water so it leaches imprtant minerals from your body.
My isea is to somehow have a closed loop that constanly circulate waster through it so that it soes nt freeze.

So new technologies always start out expensive until the mainstream adopts them (for example refrigerators used to be exclusively for the super rich). Unfortunately thats unavoidable and a process that would need to be done for any improvements to occur.

As far as reverse osmosis goes, most tap water has heavy metals, ammonia, chlorine, and other toxic things in it, reverse osmosis removes everything but the water via an RO filter and a carbon filter, and then readds all the beneficial minerals via a mineralization filter. So it doesn't actually cause the water to lack beneficial minerals by the time you use it.

Circulation methods could be done to stop freezing by increasing pressure, then decreasing pressure at each exit point through valves so you aren't blasted by high pressure water. You would need a power source to keep the pressure maintained though, so it would be solar panel dependant and might open up electrocution risks if a problem occurs with the turbine or piping.
