My parents are reluctant to pay for my studies?

I know I might be selfish, but my parents used to always tell me they would try to pay for my studies if I didn't get a scholarship. Now, as I am graduating and I am picking a university to study, they are reluctant to even talk about paid studies.

Okay, long story short, there is only 1 university I want to study at, and it's in the capital of my country (I'm not American) it has great programs, partnerships with other countries and a pretty high rating, well considering my country. And I believe I could meet great like-minded people there. But my parents want me to rather study in a smaller town. I believe one of the reasons is for safety, but those towns are depressing, and the study programs are not as great.

But there is a higher chance I could get into those universities (since not as many people are applying there), but as I said...

by the way, if I get into the 1 university I want and I have to pay for the studies, it would probably be only for half the term.

I just don't understand how they can change their tune so quickly. They know that it is my dream to study at that particular uni, but they are still reluctant to talk about that city or the university.

Oh and I would only need to pay for half the term because after half term I could get a scholarship, if my grades are good

And this is mot because they don't have enough money (they literarly bought an expensive lawn mower not so long ago, that thing's price could have paid for my half term studies)
