Fully competent in all weather and traffic day or night? 10 years.

Reality? There are people who have been driving for 10+ years...

• Who don't wear seat belts.
• Who can't merge.
• Who roll through stop signs.
• Who accelerate through yellow lights.
• Who fuck with their phone while driving.
• Who are eating and drinking while driving.
• Who lose the capacity to make sound decisions in rain let alone snow and ice.
• Who have zero understanding of the physics of cornering, handling, and braking.
• Who have zero understanding of the role tires play in traction. The "I have AWD or 4WD so I'm invincible with bald all season tires crowd".
• Who don't seem to understand low traction conditions like wet leaves or sand in a corner.
• Who have never learned what oversteer, understeer, trailing throttle oversteer, trail braking, power oversteer, or counter steering in a slide mean or how to use any of those techniques.
• Who will try to drive though high water in a flash flood as if they were piloting a boat.
• Who are driving on bald tires and worn brakes with a headlight or tail light out.

I think that depends on the person. My friend asked me to teach their daughter how to drive a few years ago because they didn't want her crashing their car. She became confident behind the wheel after a few days. She was still not cautious enough for a couple weeks because she is not a cautious person in general.

Depends how often they drive. And I don’t want say it depends, but it does depend on the individual too. If they drive a good amount every day I think it should take about a couple weeks.
